a <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011 - 53 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PLANNING & <br />DEVELOPMENT TO ADVERTISE FOR BIDS FOR THE AWARD OF A <br />CONTRACT TO PROVIDE CONSTRUCTION SERVICES FOR NORTH <br />OLMSTED CITY HALL PARKING LOT STORM WATER BMPs PROJECT, <br />AS DETAILED IN THE SPECIFICATIONS ON FILE IN THE <br />ENGINEERING DEPARTMENT, AND AUTHORIZING THE MAYOR, <br />FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO <br />CONTRACT FOR THE SAME WITH THE LOWEST AND BEST BIDDER, <br />A1VD DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted was awarded a Surface Water Improvement Fund <br />(SWIF) grant by the Ohio EPA for the above captioned project, which involves replacement of <br />existing pavement within City Hall parking lot with permeable pavers and installation of bio- <br />retention Swale for storm water; and <br />WHEREAS, the necessary specifications to competitively bid the contract to provide <br />construction services for the City Hall Parking Lot Storm Water BMPs Project this year have <br />been prepared by the Engineering Department and are on file in said Department; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning & <br />Development to advertise for bids for the award of a contract to perform said Project, as set forth <br />in the said specifications, and to further authorize the Mayor, following approval by the Board of <br />Control, to enter into a contract with the lowest and best bidder. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Planning & Development be and she is hereby <br />authorized to advertise for bids for the award of a contract to provide construction services for <br />the City Hall Parking Lot Storm Water BMPs Project, as detailed in the specifications now on <br />file in the Engineering Department, and that further, the Mayor, following approval by the Board <br />of Control, is hereby authorized to execute a contract on behalf of the City with the lowest and <br />best bidder. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately in order to <br />complete the project early in the construction season and, for phasing purposes, there will be <br />additional parking lot work done this year; and further provided it receives the affirmative vote of <br />
