CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011 - 63 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO <br />MAKE APPLICATION ON BEHALF OF THE CITY OF NORTH OLMSTED <br />FOR PARTICIPATION IN, AND GRANT FUNDING FOR, THE U.S. <br />DEPARTMENT OF JUSTICE OFFICE OF COMMUNITY ORIENTED <br />POLICING SERVICES GRANT; AND FURTHER AUTHORIZING THE <br />MAYOR TO ACCEPT THE GRANT 7F A WARDED AND TO EXECUTE A <br />CONTRACT FOR THE SAME, AND DECLARING AN EMERGENCY. <br />WHEREAS, The Office of Community Oriented Policing Services (COPS) is accepting <br />grant applications for the Fiscal Year (FY) 2011 COPS hiring program, whereupon successful <br />applicants will share in approximately $200 million in available funding for the hiring and <br />rehiring of additional career law enforcement officers; and <br />WHEREAS, community policing is a philosophy that promotes organizational strategies, <br />which support the systematic use of partnerships and problem-solving techniques, to proactively <br />address the immediate conditions that give rise to public safety issues such as crime, social <br />disorder, and fear of crime; and <br />WHEREAS, the Division of Police, if successful in obtaining funding, would like to hire <br />additional police officers; and <br />WHEREAS, COPS grants provide 100 percent funding for approved entry-level salaries <br />and benefits for three years for newly-hired, full-time sworn officer positions (including filling <br />existing unfunded vacancies) or for rehired officers who have been laid off, or are scheduled to <br />be laid off on a future date, as a result of local budget cuts. <br />WHEREAS, it is accordingly the desire of this Council to authorize the Mayor to make <br />application for participation and funding, and to further authorize the Mayor to accept the <br />funding if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Mayor to prepare, sign and <br />submit an application for the 2011 COPS grant; and does further authorize the Mayor to accept <br />the award and execute a contract and any and all other necessary papers, if successful in the grant <br />application. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for participation (May 25, 2011); and further, provided it receives <br />the affirmative vote of two-thirds of all members of the Council, it shall take effect and be in <br />force immediately upon its passage and approval by the Mayor. <br />
