CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011 - 66 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MAYOR TO PURCHASE THREE (3) <br />PRE-OWNED MOWERS FOR SPRINGVALE GOLF COURSE <br />MAINTENANCE, TO WIT: ONE (1) JOHN DEERE 2007 MODEL U-2020; <br />ONE (1) TORO 2004-OS GROUNDMASTER MODEL 3500; ONE (1) TORO <br />2005-06 REELMASTER MODEL SSIO; AND AUTHORIZING THE MAYOR <br />TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE SUCH <br />PURCHASE, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Mayor has recommended to this Council that the City purchase three (3) <br />pre-owned mowers for Springvale Golf Course, to wit: one (1) John Deere 2007 Model U-2020; <br />one (1) Toro 2004-OS Groundmaster Model 3500; and one (1) Toro 2005-06 Reelmaster Model <br />5510; and <br />WHEREAS, said equipment is essential to the continued provision of service to the <br />patrons at Springvale Golf Course and within the appropriation limitations reviewed with <br />Council; and. <br />WHERF,AS, Springvale groundskeepers, working with Service Fleet operations and <br />maintenance staff, have surveyed the advantages and disadvantages of various new and used <br />mower equipment options between and among recognized manufacturers namely, Jacobson, John <br />Deere and Toro, in terms of compatibility, serviceability and budgetary constraints; and <br />WHEREAS, the Mayor recommends that these three (3) mowers, which are sold <br />separately by and through two (2) separate vendors as detailed below for less than $25,000 <br />apiece, be purchased as pre-owned and used equipment; and <br />WHEREAS, that the purchase of said equipment, although collectively in excess of <br />Twenty-Five Thousand Dollars ($25,000), is not legally required by the City Charter to be <br />competitively bid locally because said items are pre-owned and incapable of being specified for <br />bidding as such, and therefore excepted under the City Charter from requirements for competitive <br />bidding; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to purchase the <br />hereinbefore referenced equipment and further to authorize the Mayor to execute all documents <br />necessary to effectuate said purchase. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />
