CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011- 80 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE OHIO DEPARTMENT OF PUBLIC SAFETY, <br />DIVISION OF HOMELAND SECURITY (ODPS) TO PROVIDE FOR THE <br />SERVICES OFA TERRORIST LIAISON OFFICER (TLO) IN THE CITY OF <br />NORTH OLMSTED AND DECLARING AN EMERGENCY. <br />WHEREAS, the Ohio Department of Public Safety, Division of Homeland Security <br />(ODPS) offers, in conjunction with the Homeland Security Grant Program (HSGP) and the Ohio <br />Emergency Management Agency (EMA), a Terrorist Liaison Officer (TLO) program; and <br />WHEREAS, a copy of the Agreement by and between ODPS and the City of North <br />Olmsted as the TLO, is attached as Exhibit A, and authorization is required by the ODPS in order <br />for the City to participate in and share resources of the TLO programs; and <br />WHEREAS, the City of North Olmsted participation in this program would enhance <br />public safety by sharing counter terrorism resources and benefit the residents of the City of North <br />Olmsted; and <br />WHEREAS, participation in the TLO program provides the City of North Olmsted with <br />an opportunity for reimbursement of overtime costs, backfill, and per diem/travel expenses <br />incurred by the TLO, within allowable grant guidelines; and <br />WHEREAS, it is the recommendation of the Chief of Police and Director of Public <br />Safety that the City participate in the TI,O program by entering into said Agreement and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to enter into a biannual <br />Agreement between the City of North Olmsted and ODPS for the TLO program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into a biannual <br />Agreement by and between the City of North Olmsted and the Ohio Department of Public Safety, <br />Division of Homeland Security (ODPS) for the Terrorist Liaison Officer (TLO), in order to <br />provide for participation in the counter terrorism training and reimbursement programs, as <br />described and regulated therein. The Agreement shall be in form and substance of the attached <br />Agreement by and between ODPS and the TLO, having a total of three (3) pages, marked as <br />
