CITY OF NORTH OLMSTED RESOLUTION N0.2011 - 89 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE MA YDR TO ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) IN COLLABORATION WITH THE OHIO DEPARTMENT OF PUBLIC SAFETY (ODPS), OHIO EMERGENCY MANAGEMENT AGENCY (OHIO EMA) TO ESTABLISH THE OHIO REGION 2 COLLAPSE SEARCH & RESCUE (OHR2). WHEREAS, the Ohio Department of Public Safety (ODPS) by and through the Ohio Emergency Management Agency (Ohio EMA) has invited the City of North Olmsted to join and establish the Ohio Region 2 Collapse Search and Rescue (OHR2) in order to provide for the deployment of specially trained North Olmsted firefighters in the event of a catastrophic event and regional emergency response; and WHEREAS, the North Olmsted Fire Department has invested considerable time and training on Firefighter Timothy Gates to develop the specialized urban search and rescue techniques necessary for life saving emergency response to natural or man made disasters; and WHEREAS, Firefighter Timothy Gates is a member of the Region II Urban Search and Response Team and therefore qualified for deployment by and through the MOU proposed by Ohio EMA to establish OHR2; and WHEREAS, it is the recommendation of the Fire Chief and Director of Public Safety that said MOU be approved and renewed for the year 2011-2012, in anticipation of such deployment; and WHEREAS, it is the desire of this Council to authorize the Mayor to enter into the attached MOU to establish OHR2 and to support the disaster relief efforts of the North Olmsted Fire Department. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he hereby is authorized to enter into a Memorandum of Understanding (MOU) to Establish Ohio Region 2 Collapse Search & Rescue Team (OHR2) to provide for the deployment of specially trained North Olmsted Firefighters in connection with disaster relief and regional emergency response coordinated by .the State of Ohio. The MOU for OHR2 shall be in form and substance as the attached Agreement, marked as Exhibit A and attached hereto, with only such changes to be hereinafter made in said contracts as are not substantially adverse to the City and which are approved by the Director of Law.
