CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011 - 97 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR PARTICPATION IN THE <br />OHIO PUBLIC WORKS COMMISSION ("OPWC') STATE CAPITAL AND <br />LOCAL TRANSPORTATION IMPROVEMENT PROGRAMS FOR THE <br />PURPOSE OF OBTAINING FINANCIAL ASSISTANCE FOR THE <br />WASTEWATER SYSTEM IMPROVEMENTS PROJECT AND FURTHER <br />AUTHORIZING THE MAYOR TO ACCEPT SAID ASSISTANCE IF <br />AWARDED AND TO EXECUTE CONTRACT DOCUMENTS WITH OPWC <br />AS NECESSARY, AND DECLARING AN EMERGENCY. <br />WHEREAS, the State Capital Improvement Program ("SCIP") and the Local <br />Transportation Improvement Program ("LTIP") provide financial assistance to local <br />communities for the improvement of their basic infrastructure systems. Through these <br />programs, the OPWC provides grants, loans, and financing for local debt support and credit <br />enhancement; and <br />WHEREAS, eligible SLIP and LTIP projects include improvements to roads, bridges, <br />culverts, water supply systems, wastewater systems, storm water collection systems, solid waste <br />disposal facilities; and <br />WHEREAS, the City of North Olmsted is desirous of obtaining financial assistance from <br />the State of Ohio for the Wastewater Collection Systems Improvement Project and believes that <br />Issue 1 funding, if awarded, would lessen the financial burden upon the taxpayers of the City for <br />said Project; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development, if determined to be in the financial best interests of the City by the <br />Mayor and Director of Finance, to make application for available funding and, if awarded, to <br />authorize the Mayor to accept the funding options and to execute any necessary contract <br />documents with OPWC. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application to the Ohio Public Works Commission <br />("OPWC") for funding and other financial assistance through the State Capital Improvement <br />Program ("SCIP") and Local Transportation Improvement Program ("LTIP") on behalf of the <br />City of North Olmsted in order to participate in state funding programs for the Wastewater <br />Systems Improvement Project. <br />
