CITY OF NORTH OLMSTED ORDINANCE N0.2011 - 98 By: Mayor Kennedy AN ORDINANCE AUTHORIZING THE MAYOR TO PURCHASE ONE (1) NEW FORD E-450 CUTAWAY MOUNTED MAINLINE TV INSPECTION TRUCK FOR THE DEPARTMENT OF PUBLIC SERVICE THROUGH THE STATE PURCHASE PROGRAM; FURTHER AUTHORIZING THE MAYOR TO EXECUTE NECESSARY CONTRACT DOCUMENTS; AND DECLARING AN EMER GENCY. WHEREAS, the Mayor has recommended that the City of North Olmsted replace a television truck due to its age, mileage and mechanical limitations; and WHEREAS, the replacement of this unit will promote the health, safety and general welfare of North Olmsted residents by supplying updated technology to inspect and record 6" and larger sanitary sewers and storm drains; and WHEREAS, Council has, by separate legislation, addressed the necessary appropriations for this purchase, which is exempt from public bidding through the State Purchasing Program; and WHEREAS, it is the desire of this Council to authorize the Mayor to purchase the subject television truck, as a permitted exception to the competitive bidding procedure that otherwise would be required for such expenditure, and to further authorize the Mayor to execute any necessary contract documents, including documents to trade in the current Ford F350 camera truck (Truck 52) . NUW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to purchase through the State Purchasing Program, which was established by O.R.C. Section 125.04 and which the City is authorized to participate in pursuant to Charter, one (1) new Ford E-450 Cutaway Mounted Mainline TV Inspection System containing such equipment as is described in the specifications on file in the Department of Public Service and attached hereto as Exhibit A. If necessary to effectuate any such purchase through the State Purchasing Program, the Mayor is further authorized to execute any contract and/or other appropriate documents required by the authorized vendor(s) or the State of Ohio. Any such contract(s) executed by the Mayor shall be in a form and substance consistent with the provisions of this Ordinance and approved by the Director of Law. SECTION 2: That the Mayor is authorized to trade-in the current, obsolete F-350 camera truck as a condition of the purchase authorized herein.
