CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2011 - 102 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PLANNING & <br />DEVELOPMENT TO ADVERTISE FOR BIDS FOR THE AWARD OF A <br />CONTRACT TO PROVIDE CONSTRUCTION SERVICES FOR THE <br />NORTH OLMSTED FACILITIES ENERGY CONSERVATION PROJECT, <br />AS DETAILED IN THE SPECIFICATIONS ON FILE IN THE BUILDING <br />DEPARTMENT, AND AUTHORIZING THE MAYOR, FOLLOWING <br />APPROVAL OF THE BOARD OF CONTROL, TO CONTRACT FOR THE <br />SAME WITH THE LOWEST AND BEST BIDDER, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the City of North Olmsted was awarded a $269,677.00 grant by the <br />Northern Ohio Public Energy Commission (NOPEC) entitled `Powering our Communities' to <br />provide funding for new energy efficient heating, ventilation and air conditioning (HVAC) <br />systems, windows, and interior and exterior lighting to be installed at the North Olmsted City <br />Hall, Senior Center and Community Cabin; and <br />WHEREAS, the necessary specifications to competitively bid the contract to provide <br />construction services for the North Olmsted Facilities Energy Conservation Project have been <br />prepared by the Building Department and are on file in said Department; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning & <br />Development to advertise for bids for the award of a contract to perform said Project, as set forth <br />in the said specifications, and to further authorize the Mayor, following approval by the Board of <br />Control, to enter into a contract with the lowest and best bidder. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Planning & Development be and she is hereby <br />authorized to advertise for bids for the award of a contract to provide construction services for <br />the North Olmsted Facilities Energy Conservation Project, as detailed in the specifications now <br />on file in the Building Department, and that further, the Mayor, following approval by the Board <br />of Control, is hereby authorized to execute a contract on behalf of the City with the lowest and <br />best bidder. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately in order to <br />complete the project on schedule within this calendar year; and further provided it receives the <br />
