J <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2012 - 2 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE CUYAHOGA COUNTY BOARD OF HEALTH TO <br />PROVIDE FOR A POINT OF DISPENSING SITE AT THE SER VICE <br />DEPARTMENT GARAGE, AND DECLARING AN EMERGENCY <br />WHEREAS, the City of North Olmsted, pursuant to R.C. §3709.08, is a member of the <br />General Health District of Cuyahoga County and has, annually entered into a contract with <br />Cuyahoga County Board of Health (`Board") to provide for health and welfare services; and <br />WHEREAS, the Board proposes an Agreement with the City to establish a Point of <br />Dispensing (POD) Site at the City Service Department Garage, a copy of which is attached <br />hereto as Exhibit A, in order to use the grounds and office for mass clinics to conduct disease <br />prevention and control activities; and <br />WHEREAS, the Agreement provides reasonable assurances to the City that the facilities <br />will be insured by the Board and, if state or federal funds become availably, provides for <br />reimbursement to the City; and <br />WHEREAS, it is the desire of this Council, in order to provide for the public health, <br />safety and general welfare of the residents of the City of North Olmsted, to authorize the Mayor <br />to enter into this POD Agreement with the Board. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into a Point of <br />Dispensing (POD) Site Agreement with the Cuyahoga county Board of Health, a copy of which <br />is attached hereto and marked as Exhibit "A," from January l, 2012, to December 31, 2012. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that the POD Site Agreement must be in effect to insure continuation of delivery <br />of vital health services to the residents of North Olmsted, and further provided it receives the <br />affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />PASSED: First Reading: 4>0 <br />Second Reading: _jU#, <br />Third Reading: <br />Committee: ??????
