CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2012 - 3 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE <br />ADMINISTRATOR OF THE NORTH OLMSTED SENIOR CENTER TO <br />MAKE TWO (2) APPLICATIONS ON BEHALF OF THE CITY OF NORTH <br />OLMSTED FOR PARTICPATION IN THE OHIO DEPARTMENT OF <br />NATURAL RESOURCES ("ODNR") CLEAN OHIO TRAIL FUND ("COTF") <br />AND RECREATIONAL TRAIL PROGRAM ("RTP") FOR THE PURPOSE <br />OF OBTAINING FINANCIAL ASSISTANCE FOR RECREATIONAL TRAIL <br />IMPROVEMENT PROJECTS AND FURTHER AUTHORIZING THE <br />MAYOR TO ACCEPT SAID ASSISTANCE IF AWARDED AND TO <br />EXECUTE CONTRACT DOCUMENTS WITH ODNR, AS NECESSARY, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the Ohio Department of Natural Resources ("ODNR") provides financial <br />assistance to local communities for Recreational Trail improvement projects through the <br />Recreational Trails Program ("RTP") and the Clean Ohio Trails Fund ("COTF") in the form of <br />project grants and reimbursement programs; and <br />WHEREAS, eligible RTP and COTF projects include improvements to recreational trail <br />planning, construction, maintenance, restoration, trailside facilities, property acquisition, and <br />related costs; and <br />WHEREAS, the RTP provides up to 80% federal grant funding for approved projects and <br />the COTF provides up to 75% reimbursement of qualified expenses incurred by the City; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the North Olmsted <br />Senior Center Administrator to make application for available funding and, if awarded, to <br />authorize the Mayor to accept the funding options and to execute any necessary contract <br />documents with ODNR. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Administrator of the North <br />Olmsted Senior Center to prepare, sign and submit an application to the Ohio Department of <br />Natural Resources ("ODNR") for funding and other financial assistance for recreational trail <br />improvements projects through the Recreational Trails Program ("RTP") and the Clean Ohio <br />Trails Fund ("COTF") on behalf of the City of North Olmsted. <br />SECTION 2: That this Council does further authorize the Mayor to accept financial <br />assistance or grant funding that may be granted by ODNR and to execute contract documents if <br />awarded.
