CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2012 - 24 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR SURFACE WATER <br />IMPROVEMENT FUND ("SWIF") GRANT MONEY; FURTHER <br />A UTHORIZING THE MA YOR TO ACCEPT THE GRANT IF A WARDED <br />AND TO EXECUTE A CONTRACT WITH THE OHIO ENVIRONMENTAL <br />PROTECTIONAGENCY, AND DECLARINGANEMERGENCY. <br />WHEREAS, tlie Surface Water Improvement Fund (SWIF) was created in 2008 and <br />authorizes Ohio EPA to provide grant funding to applicants such as local governments, park <br />districts and conservation organizations; and <br />WHEREAS, grants up to $200,000 will be awarded to various local organizations for the <br />implementation of projects completed in Cuyahoga County that address nonpoint source <br />pollution and/or storm water runoff and result in water quality improvements in Ohio's streams, <br />rivers and lakes; and <br />WHEREAS, innovative storm water management projects, such as parking lot designs to <br />reduce storm water runoff, are eligible for grant funding; and <br />WHEREAS, this Council has determined that the City of North Olmsted qualifies for <br />SWIF funds; and <br />WHEREAS, no matching funds are required; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to make application for said SWIF funding for a parking lot redesign <br />at the North Olmsted Park, and to authorize the Mayor to accept the SWIF grant if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application for Surface Water Improvement Fund <br />(SWIF) grant money on behalf of the City of North Olmsted and does further authorize the <br />Mayor to accept the grant and execute a contract and any and all other necessary papers, if a <br />grar.t is awarded. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application on or before March 31, 2012, and further, provided it receives the
