<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2012 - 39 <br />BY: Mayor Kennedy <br />AN ORDINANCE AMENDING AND RE-ESTABLISHING CHAPTER 1363 <br />OF THE BUILDING CODE ENTITLED "PROPERTY MAINTENANCE" IN <br />ORDER TO IMPLEMENT NEW MINIMUM STANDARDS AND <br />PROCEDURES FOR PROPERTY MAINTENANCE ENFORCEMENT <br />WITHIN THE CITY OF NORTH OLMSTED, AND DECLARING AN <br />EMERGENCY, ASAMENDED. <br />WHEREAS, a comprehensive re-write of the property maintenance ordinances of the <br />City of North Olmsted includes, among other things, consolidation of obligations into one <br />location of the codified ordinances; and <br />WHEREAS, Chapters 949, 1331, 1351 of the North Olmsted Codified Ordinances are <br />being consolidated simultaneously into this new and revised Chapter 1363; and <br />WHEREAS, this Council finds that poorly maintained structures and premises in the City <br />of North Olmsted create a blighting influence that is a detriment to the public health, safety and <br />welfare of all property owners in the City; and <br />WHEREAS, these new and revised minimum standaxds of maintenance will preserve and <br />protect the housing stock and commercial base of the City of North Olmsted by ensuring safe, <br />secure and aesthetically attractive structures and premises within the City of North Olmsted; and <br />WHEREAS, a consolidated and efficient enforcement process best ensures compliance <br />with the objective of creating properly maintained structures and premises; and <br />WHEREAS, it is the recommendation of the Administration that a new and revised <br />Chapter 1363 of the Building Code of the City of North Olmsted entitled "Property <br />Maintenance" be adopted; and <br />WHEREAS, it is the desire of this Council, consistent with the recommendations of the <br />Administration, to establish new and revised standards and enforcement methods for adequate <br />property maintenance within the City of North Olmsted. <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That Chapter 1363 "Property Maintenance" which presently reads in its <br />entirety as set forth in Exhibit A, which is attached to this Ordinance and incorporated by <br />reference as if fully rewritten herein, shall be amended and, as amended, shall read in its entirety
