CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2012 - 53 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSING WITH A FORMAL RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT <br />WITH TYLER TECHNOLOGIES, INC., PARENT COMPANY OF MUNIS, <br />INC., TO PROVIDE COMPUTER SYSTEMS, SOFTWARE AND <br />RELATED SERVICES TO THE CITY OF NORTH OLMSTED IN ORDER <br />TO UPDATE THE FINANCIAL AND MANAGEMENT INFORMATION <br />SYSTEM, AND DECLARING AN EMER GENCY. <br />WHEREAS, deciding to upgrade the financial and city-wide management computer <br />operating system for the City of North Olmsted in 2004, an RFP process was instituted by the <br />Administration and Council; and <br />WHEREAS, as a result of the RFP process, the successful applicant was Munis, Inc.; <br />and <br />WHEREAS, the City installed Munis, Inc. software and has been successfully running <br />the same since 2004; and <br />WHEREAS, the City has determined that additional expanded software capabilities <br />are necessary for the efficient operation of the City. These include, but are not limited to: (1) <br />Tyler Content Management; (2) Permits, Central Property and Citizen Self Service; (3) Work <br />Orders and Fixed Asset Fuel Interface; (4) Employee Self Service; (5) Contract Management; <br />(6) Dashboard and Security; and (7) Sewer Billing. <br />WHEREAS, Section 112.10(c) of the Administrative Code provides that as an <br />exception to the RFP process, the City, upon approval of the Council, need not conduct a <br />formal RFP if the services sought are of such a unique or specialized nature that conducting a <br />formal RFP will likely not result in obtaining proposals from two qualified firms; and <br />WHEREAS, Munis, Inc. designed and installed its proprietary software and parent <br />company Tyler Technologies, Inc. is in position to seamlessly implement expansion software, <br />without the need for costly and potentially problematic interfacing software to facilitate the <br />transition; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, to authorize the Mayor to enter into an agreement with Tyler <br />Technologies, Inc. for the purpose of providing computer systems, software and related <br />services for the City of North Olmsted.
