CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2012 - 60 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE DIRECTOR OF PUBLIC SER VICE <br />TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF <br />IMPROVEMENTS TO THE WASTE WATER TREATMENT PLANT, AS <br />DETAILED IN SPECIFICATIONS ON FILE IN THE SERVICE <br />DEPARTMENT; AND FURTHER AUTHORIZING THE MAYOR, UPON <br />APPROVAL OF THE BOARD OF CONTROL, TO ENTER INTO A <br />CONTRACT WITH THE LOWEST AND BEST BIDDER, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the City has engaged the services of environmental engineers with Hazen <br />and Sawyer (formerly ATS) to plan for and design substantial improvements to the City's Waste <br />Water Treatment Collection System (currently underway) and the Waste Water Treatment Plant; <br />and <br />WHEREAS, the improvements are intended to maintain the City's compliance with the <br />regulations and permits issued by the Environmental Protection Agency and are necessary for the <br />health, safety and public welfare of the community; and <br />WHEREAS, it is the recommendation of the Director of Public Service, with the <br />assistance and advice of the City Engineer, together with expertise of Hazen & Sawyer, that the <br />City advertise for bids for contracts for the construction of improvements at the Waste Water <br />Treatment Plant, in accordance with the specifications on file in his office; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Public Service to solicit bids for improvements at the WWTP and to further authorize the Mayor, <br />following approval of the Board of Control, to enter into a contract with the lowest and best <br />bidder. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Service be and he is hereby authorized to <br />advertise for bids for the award of a contract to provide for the construction of improvements to <br />the Waste Water Treatment Plant, as detailed in the specifications now on file in the Service <br />Department, and that the Mayor, following approval by the Board of Control, is hereby <br />authorized to execute a contract on behalf of the City with the lowest and best bidder. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further
