CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2012 - 104 <br />By: Mayor Kennedy and Council Members Barker, Brossard & Orlowski <br />A RESOL UTION A UTHORIZING THE DIRECTOR OF PLANNING AND <br />DEVELOPMENT TO ADVERTISE FOR BIDS FOR THE AWARD OF A <br />CONTRACT TO PROVIDE CONSTRUCTION SERVICES FOR THE <br />BROOKPARK BRIDGE UNDERPASS LIGHTING PROJECT, AS <br />DETAILED IN THE SPECIFICATIONS ON FILE IN THE DIVISION OF <br />ENGINEERING, AND AUTHORIZING THE MAYOR, FOLLOWING <br />APPROVAL OF THE BOARD OF CONTROL, TO CONTRACT FOR THE <br />SAME WITH THE LOWEST AND BEST BIDDER, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the lighting equipment beneath Interstate 480 as it traverses Brookpark <br />Road is in need of repair and replacement; and <br />WHEREAS, prior unsuccessful efforts to repair the lighting included attempts to recycle <br />and incorporate original materials into the repair process; and <br />WHEREAS, the revised repair project is estimated to exceed $25,000.00 and thereby is <br />required to be bid competitively; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning and <br />Development to advertise for bids for the award of a contract to provide construction services to <br />repair the Brookpark Road / I-480 underpass lighting, as set forth in the said specifications, and <br />to further authorize the Mayor, following approval by the Board of Control, to enter into a <br />contract with the lowest and best bidder. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Planning and Development be and she is hereby <br />authorized to advertise for bids for the award of a contract to provide construction services to <br />repair the Brookpark Road / I-480 underpass lighting, as detailed in the specifications now on file <br />in the Division of Engineering, and that further, the Mayor, following approval by the Board of <br />Control, is hereby authorized to execute a contract on behalf of the City with the lowest and best <br />bidder. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately due to a desire to <br />bid the project in 2012; and further provided it receives the affirmative vote of two-thirds of all
