CITY OF NORTH OLMSTED <br />ORDINANCE 2012 -117 <br />By: Mayor Kennedy <br />AN ORDINANCE ADOPTING NEW CHAPTER 1729 OF THE FIRE <br />PREVENTION CODE ENTITLED "WESTSHORE REGIONAL <br />COMMUNITY EMERGENCY RESPONSE TEAM (WSC)' : <br />WHEREAS, the Congress of the United States under the auspices of the Secretary of <br />Homeland Security and the Federal Emergency Management Agency has encouraged the <br />establishment of citizen volunteer groups into Community Emergency Response Teams (CERT) <br />and citizens across the nation have responded to this call for service; and <br />WHEREAS, the City of North Olmsted endorsed the formation of the Westshore <br />Regional Community Emergency Response Team (WSC) in 2007 under the Westshore Council <br />of Governments (WCOG), consisting of Bay Village, Fairview Park, Lakewood, North Olmsted, <br />Rocky River, and Westlake, and continues to support the CERT both financially and <br />administratively; and <br />WHEREAS, the Cuyahoga County CERT Association accreditation requirements <br />recommend official, codified designation of local CERT volunteers and the WCOG has also <br />endorsed the concept of codified authority for deployment of CERT activities; and <br />WHEREAS, the City safety forces may, in the event of an emergency, rely of Chapter <br />1729 in order to activate and deploy the WSC for the benefit of the people of North Olmsted; and <br />WHEREAS, it is the desire of this Council to adopt a new Chapter 1729 of the Fire <br />Prevention Code entitled "Westshore Regional Community Emergency Response Team (WSC)" <br />in order to establish an appropriate chain of command to authorize deployment of the WSC <br />volunteers and to further describe the relationship between WCOG and WSC. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHID: <br />SECTION 1: Part Seventeen of the Fire Prevention Code of the Codified Ordinances of <br />the City of North Olmsted is hereby amended by creating a new Chapter 1729 entitled Westshore <br />Regional Community Emergency Response Team as set forth in Exhibit A attached hereto and <br />incorporated as if fully written. <br />SECTION 2: Part Seventeen of the Codified Ordinances is hereby amended as provided <br />for herein and all other provisions of Part Seventeen shall remain in full force and effect. <br />SECTION 3: This Ordinance shall supersede all previously adopted Ordinances in <br />direct conflict herewith.
