he/she may retain during his/her continued active membership and good <br />behavior. <br />(C) The identification card is and remains at all times the property of <br />the WSC. <br />(5) At such time as a volunteer leaves the organization for any reason or is <br />expelled or has his/her membership terminated, he/she agrees to return the <br />identification card to the WSC coordinator forthwith. <br />(c) Dismissal. Westshore safety directors or their designees may, at their discretion, <br />dismiss or deactivate any volunteer from the WSC organization. No volunteer <br />shall acquire any interest or expectation of continued participation, nor shall the <br />WCOG nor any of its cities be required to explain or justify the determination to <br />dismiss or deactivate any volunteers' participation. <br />1729.03 WSC Activation <br />(a) WSC Guidelines. The WSC shall keep up to date such Guidelines necessary for the <br />governance and efficient operation of the WSC. The Guidelines shall address the volunteer <br />status, supervision by WCOG, authority of the designated finance director and fire chiefs, and <br />other pertinent administrative regulations, including but not limited to activation procedures. <br />The Guideline shall be in writing and, as proposed by WSC Advisory Committee, remain subject <br />to review and approval by the WCOG. <br />(b) WSC Activation. <br />(1) The WSC may be activated for the purposes of assisting public safety forces by <br />the independent determination of the WCOG designated Fire Chief on behalf of <br />WCOG (without the necessity of farmal, public meeting thereo fl, or upon the <br />request of any Westshore Mayor, Safety Director, Police Chief, Fire Chief, or <br />the Cuyahoga County Emergency Management Agency. <br />(2) As a regional team under the Westshore Council of Governments, the WCOG <br />may determine the circumstances in which its designated Fire Chief may <br />exercise such authority to activate the WSC. WSC volunteers must await formal <br />activation pursuant to authority herein and as outlined by Guidelines prior to <br />deployment. <br />(3) Activated WSC volunteers may report as directed by the designated Fire Chief <br />and shall only participate in emergency management response activities as <br />directed. <br />(4) Although not formally activated for emergency response, WSC volunteers may <br />also be engaged in training activities scheduled by the WSC Coordinator as <br />directed and approved by the designated finance director and fire chief. <br />1729.04 WSC Administration <br />(a) Administration Representation. The WCOG has designated a fire chief <br />representing the Westshore Council of Governments to provide advice to the WSC Advisory <br />Committee. The WCOG may direct said fire chief to act as the liaison between the WSC
