CITY OF NORTH OLMSTED RESOLUTION NO. 2013 -10 By: Mayor Kennedy A RESOLUTION DESIGNATING AND ESTABLISHING THE CUYAHOGA COUNTY OFFICE OF EMERGENCY MANAGEMENT TO PROVIDE EMERGENCY MANAGEMENT SERVICES TO THE CITY, AND DECLARING AN EMERGENCY WHEREAS, Ohio Revised Code ("O.R.C.") §5502.271 specifies that the City must either establish its own programs for emergency management systems in accordance with statutory criteria or engage the services of an established countywide emergency management agency under O.R.C. §5502.26 or a regional emergency management agency under O.R.C. §5502.27; and WHEREAS, the County Office of Emergency Management submits that it is necessary and desirable for all federal, state and local agencies and personnel to coordinate their efforts to effectively and efficiently provide the highest levels of incident management; and WHEREAS, Cuyahoga County has created the Office of Emergency Management under the Department of Public Safety and Justice Services in order to provide for the efficient planning, mitigation, response and recovery actions for all citizens of the County; and ? WHEREAS, Cuyahoga County invites the City to designate and establish the Office of Emergency Management to provide countywide emergency management services pursuant to O.R.C. §5502.26 and in compliance with O.R.C. §5502.271; and WHEREAS, it is the desire of this Council, in order to provide for the public health, safety and general welfare of the residents of the City of North Olmsted, to authorize the Mavor to enter into the attached Agreement with the County to provide for emergency management. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA CDUNTY, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to designate Cuyahoga County to provide far countywide emergency management agency, to be provided by and through the Cuyahoga County Office of Emergency Management, pursuant to O.R.C. §5502.26 and in compliance with O.R.C. §5502.271. SECTION 2: That this Resolution is hereby declared to be an emergency measure iminediately necessary for the preservation of the public health, safety and welfare, and for tl-?e further reason that the Cuyahoga County Office of Emergency Management requires this legislative designation to be in effect to insure immediate establishment of emergency management plans for the residents of North Olmsted, and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
