t <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2013 -18 <br />By: Mayor Kennedy <br />AN ORDINANCE A ZITHORIZING THE MA YOR TO IMPLEMENT A <br />DESIGN / BUILD SELECTION PROCESS FOR THE AWARD OF A <br />CONTRACT TO DESIGN AND INSTALL A COMMUNICATION TOWER <br />AT THE MUNICIPAL COMPLEX TO PROVIDE FOR PUBLIC SAFETY <br />AND SERVICE RADIO ANTENNAS, AND A UTHORIZING THE MAYOR, <br />FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO <br />CONTRACT FOR THE SAME WITH THE SUCCESSFUL APPLICANT. <br />WHEREAS, on November 2, 2010, the electors of the City of North Olmsted amended <br />Charter Art. VIII, §6, to permit a design build process as a means of awarding contracts within <br />the City of North Olmsted; and <br />WHEREAS, elevated radio antennas are critical for public safety and service <br />communication, especially for Police and Fire dispatch and emergency response; and <br />WHEREAS, the City currently pays rent of approximately $21,600.00 per year to <br />maintain safety and service radio antennas on a tower on the roof of the Westbury apartment <br />building located at the intersection of Great Northern Blvd. and Brookpark Road; and <br />WHEREAS, a City-owned radio tower will provide for greater independence, security <br />and cost-control of its public safety communication capabilities, including the opportunity to <br />install additional radio antennas in the future, as needed; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to solicit proposals for <br />the design, construction and installation of a communication tower at the municipal complex, and <br />to further authorize the Mayor to enter into a contract with the successful applicant, after Board <br />of Control approval. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to solicit proposals for the <br />design and construction of a communication tower, to be located at the City of North Olmsted <br />municipal facilities complex. <br />SECTION 2: A committee consisting of the Safety/Service Director, the City Engineer, <br />the Police Chief and the Fire Chief shall prepare and approve design criteria and shall arrange for <br />a solicitation process and method by which interested applicants can view, test or analyze the <br />existing facilities and communication requirements in order to design a responsive system.
