CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2013 - 28 <br />By: Mayor Kennedy <br />AN ORDINANCE ESTABLISHING THE PROGRAM FEE FOR <br />PARTICIPATION IN THE CITY'S JUVENILE TRAFFIC INTERVENTION <br />PROGRAM ("JTIP') WITHIN THE DIVISION OF YOUTH AND FAMILY <br />SER VICES, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted has created a Juvenile Traffic Intervention <br />Program ("JTIP") to permit intervention / educational services for juveniles observed by officers <br />within the North Olmsted Police Department to be committing, but not formally charged with <br />committing, traffic violations; and <br />WHEREAS, the program is designed to provide a juvenile with an opportunity to learn <br />from driving errors / mistakes and become improved drivers, in lieu of receiving a juvenile traffic <br />citation; and <br />WHEREAS, JTIP is not within the scope of services funded by the City of North <br />Olmsted's Youth Diversion Program agreement with Cuyahoga County; and <br />WHEREAS, a program fee of ninety-five ($95.00) dollars will sufficiently cover the cost <br />of administering such program. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That there is hereby established a program fee of ninety-five dollars <br />($95.00) for participation in the Juvenile Traffic Intervention Program. Said fees shall be used <br />exclusively for JTIP and Youth and Family Services programming and shall be maintained <br />separate and apart from program fees charged and collected for the Youth Diversion Program. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />be able to continue to provide valuable services to the youth of North Olmsted, and further, <br />provided it receives the affirmative vote of two-thirds of all members of the Council, it shall take <br />effect and be in force immediately upon its passage and approval by the Mayor. <br />? <br />PASSED: /? / C? h- / 9 , 90' !3 <br />First Reading: <br />Second Reading: _' /Q ?i <br />Third Reading: j,,U' t ndt c <br />Committee: u71.?+? <br />e?f
