CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2013 - 31 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE DIRECTOR OF PLANNING AND <br />DEVELOPMENT TO MAKE APPLICATION TO THE OHIO <br />DEPARTMENT OF TRANSPORTATION AND THE NORTHEAST OHIO <br />AREAWIDE COORDINATING AGENCY, AS NECESSARY, ON BEHALF <br />OF THE CITY OF NORTH OLMSTED, FOR FUNDING FOR SAFETY <br />IMPROVEMENTS TO GREAT NORTHERN BOULEVARD; FURTHER <br />AUTHORIZING MATCHING FUNDS, AS NECESSARY, FURTHER <br />A UTHORIZING THE MAYOR TO ACCEPT FUNDING IF AWARDED AND <br />TO EXECUTE CONTRACTS, AS NECESSARY, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, in 2010 the Northeast Ohio Areawide Coordinating Agency (NOACA) <br />prepared a Road Safety Audit for Great Northern Blvd. (GNB) which, in the area between <br />Brookpark Road and Interstate 480, identified a number of conditions as contributing factors <br />related to operational issues and safety; and <br />WHEREAS, in 2012 the Ohio Department of Transportation (ODOT) authorized <br />? consultants to prepare a safety study and technical analysis of GNB, for the purpose of validating <br />improvements recommended by NOACA's Road Safety Audit, and which study made <br />recommendations for interchange and other corridor improvements;; and <br />WHEREAS, ODOT's consultant is now conducting the ODOT required Interchange <br />Modification Study in anticipation of the City of North Olmsted's application to ODOT for <br />public safety and interchange modification grant funding, which improvements may cost 1.5 <br />million with an estimated 10% matching funds from the City, if awarded; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to submit an application to ODOT for public safety and interchange <br />modification grant funding, and to authorize the Mayor to accept the grant if awarded and <br />execute any necessary contract documents, including commitment of matching funds. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION l: That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application to the Director of the Ohio Department <br />of Transportation (ODOT) for Great Northern Blvd. public safety and interchange modification <br />grant funding, on behalf of the City of North Olmsted, in order to participate in state funding for <br />improvement of the interchange and corridor; does further authorize the authorize the Mayor to <br />accept any such state funding that may be granted by ODOT, including City commitment of <br />matching fund requirements to qualify for grant funding, and to thereafter execute all grant <br />funding commitment or contract documents, as necessary, to accept the grant if awarded.
