CHAPTER 903 <br />Sidewalks <br />903.01 Permit required; fees. <br />903.02 Construction standards. <br />903.03 Construction of sidewalks required. <br />903.99 Penalty. <br />903.01 PERMIT REQUIRED; FEES. <br />No person, except in cases of undedicated subdivisions or in streets where special assessments <br />are to be made, shall install, construct or replace sidewalks in or on any public street or highway <br />or other public property without first obtaining a permit o ffem *h c D' ,,,,te., The <br />asnlicant shall pav a nermit fee to the Citv in accordance with the schedule in Chapter 900 <br />neeessafy to defray the costs of administration and inspection to insure conformance of the work <br />to City specifications. if-cvirstriciierr;TEFlr,,,,,e a r ? + 1?+«• <br />ning +k •+ 4t r -hall ? <br />? <br />, . No portion of the <br />fee shall be refundable. <br />903.02 CONSTRUCTION STANDARDS. <br />The following standards regarding the construction or reconstruction of sidewalks within the <br />City are hereby established: <br />(a) On local residential streets, sidewalks shall be located in the public right of way so that the <br />inner line is approximately one foot from the property line. On corner lots, each sidewalk shall <br />be extended to the curb. In one-family and multi-family residential developments, industrial <br />developments and business developments, walks shall be not less than five feet wide. <br />(b) Sidewalks shall be constructed of concrete four inches thick, except that where they are <br />crossed by driveways they shall not be less than six inches thick. Moreover, all sidewalks shall <br />be in accordance with other City standards for construction. <br />(c) Sidewalks shall be constructed for all new buildings or residences along the entire right-of- <br />way line of the parcel. The Service Director may waive this requirement if less than one-fourth <br />of the existing buildings or residences on the street have a sidewalk in front of their parcel of <br />land. <br />(d) All new curbs that are authorized to be constructed under the Subdivision Regulations, and <br />all existing curbs which are part of any reconstruction, shall have a ramp with a nonslip surface <br />built into the curb at each pedestrian crosswalk so that the sidewalk and street blend into a <br />common level. Such ramps shall not be less than forty inches wide and shall, insofar as feasible, <br />be constructed in accordance with the standard drawings and specifications for curb ramps of the <br />Ohio Department of Transportation and the applicable provisions of the Ohio Basic Building
