CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2013 - 61 <br />BY: Mayor Kennedy <br />A RESOL UTIDN DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH <br />EDWARD SCHEPP IN ORDER TO PROVIDE FOR TRANSITION AND <br />CONSULTING SERVICES FOR TO THE POSITION OF FIRE CHIEF, <br />AND DECLARING AN EMER GENCY. <br />WHEREAS, in anticipation of the retirement of Fire Chief Thomas Klecan, effective <br />August 30, 2013, the Director of Public Safety requested and the Civil Service Commission <br />conducted an open, competitive promotional examination in order to select a successor Fire <br />Chief; and <br />WHEREAS, following exhaustive testing and evaluation, performed with the <br />assistance of independent consulting service over several months, the Civil Service <br />Commission has identified Edward Schepp as the highest scoring Fire Chief candidate, to be <br />certified and appointed as Fire Chief, effective August 31, 2013; and <br />WHEREAS, in order to provide for transition and consulting on the position of Fire <br />Chief, and in order to be consistent with the Civil Service Commission's advertised "start <br />date" for the position of Fire Chief, it is the recommendation of the Director of Public Safety <br />to enter into a Contract with Edward Schepp to commence work on July 15, 2013; and <br />WHEREAS, it is accordingly the desire of this Council, acting upon the <br />recommendation of the Administration, to dispense with the RFP/RFQ process and authorize <br />the Mayor to enter into a contract with Edward Schepp; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION L• That the Mayor be and he hereby is authorized to enter into a contract <br />with Edward Schepp to provide fire chief consulting services to the City. Said contract shall <br />be in substantially the same form and substance as the contract attached hereto as Exhibit A, <br />with only such changes thereto as are not substantially adverse to the City and which are <br />approved by the Director of Law. The character of any such changes as not being substantially <br />adverse to the City shall be evidenced conclusively by the execution of the agreement by the <br />Mayor and the approval of the agreement by the Director of Law. <br />? <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately to provide for
