Kennedy Ul
City of North Olmsted
5200 Dover Center Road
North Olmsted, Ohio 44070
c: Pietro DiFranco, City Engineer
Re: ODOT Systematic Upgrade of Barrier End Terminals
D12-GR(B)-FY2014 (PID 93518)
Dear Mayor Kennedy,
The ODOT District Planning and Engineering Department has secured a grant to assist in upgrading barrier
(e.g. guardrail, concrete barrier, etc.) end terminals on state routes within Cuyahoga, Lake, and Geauga
Counties. In addition to upgrading ODOT maintained terminals, the grant allows for us to assist in the
replacement of these terminals on locally maintained state routes as well. A project has been programmed to
upgrade those end terminals identified as the highest priorities within District 12 based on their potential risk
to motorists (see enclosed table).
The District has identified several Type A end terminals (see enclosed images) on state routes in your
jurisdiction which are potential candidates for upgrade on the upcoming project. These terminals are
undesirable because they have exhibited a tendency to flip over vehicles, increasing crash severity. The
replacement terminals will most likely consist of either Type E end terminals, Type B end terminals, or
radius rail, at no cost to your local jurisdiction. The subsequent maintenance of the upgraded terminals will
remain the responsibility of the local maintaining agency. Based on our experience, one can plan on the
future repair and/or replacement costs of damaged Type E and Type B end terminals to be in the range from
$500 to $2000, depending on the severity of the impact and extent of damage to terminal components.
As part of the project development process, this office will need to execute consent legislation in order to
make these improvements within your jurisdiction. Please have the enclosed legislation enacted by the City
and return two (2) ori inal signature certified copies to this office by Sentember 27, 2013. Upon full
execution by the State, an original copy will be returned to you for your files.
WWW.TRANSPORTATtUN.C}FiEL3.Go`l/DIST1 2
C7C}OT fS AN EQITAL OPPORTUNITY EM€'LOYER AND PROV[DEF; C)F SERVIGES
