Kennedy <br />City of North Olmsted <br />5200 Dover Center Rd <br />North Olmsted, OH 44070 <br />Dear Mayor Kennedy: <br />Enclosed please find the 2014 contract for public health services provided by the <br />Cuyahoga County Board of Health (CCBH). Atso included is a list of all our program <br />activities offered to citizens in our health district, some of which may require income <br />qualification. <br />? Chapter 3709 of the Ohio Revised Code stipulates that each city in the State of Ohio <br />. must provide health services either through a city health district or by a valid contract; <br />? or union with the county heatth district or an adjacent city health district." The Director iof the Ohio Department of Health certifies this provision of health services annually. To <br />remain certified, the contract needs to be approved by your council and returned to the <br />Cuyahoga County Board of Health by December 31, 2013. <br />The Board of Health bases our public health service contracts on population. Our per <br />capita rate was $3.84 for the years 2012 and 2013. Our per capita rate for the upcoming <br />2014 calendar year is $3.92, which is a 2% increase. By comparison, the per capita <br />rates in other health jurisdictions are twenty-five to fifty percent higher. <br />This contract represents the total cost for public health services and remains among the <br />lowest rates in the State of Ohio. As a demonstration of our continued diversification of <br />our funding streams to meet the public health needs of the community while controlling <br />costs to the cities, villages and townships we serve, approximately half of our budget is <br />now supported by federal, state and local grants and contracts. These additional <br />funding sources substantially increase the scope of our service to the citizens of your <br />community. With the economic downturn, we have seen an increase in public health <br />service needs among citizens throughout Cuyahoga County. <br />The Cuyahoga County Board of Health works with our contract communities on a wide <br />range of public health issues that impact your citizens. Chief among these issues is the <br />prevention and control of chronic diseases like asthma, diabetes, cancer and heart <br />disease, which account for 75% of all healthcare costs. We have also been a convener <br />of a countywide taskforce that is working to address the significant rise in the misuse of <br />opiate prescription drugs and the corresponding and alarming rise in deaths in young <br />5550 Venture Drive ?
