CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2013 - 105 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MA YOR TO ENTER INTO A <br />NEW AND REVISED AGREEMENT WITH JEFFREY A. <br />GRUSENMEYER & ASSOCIATES, INC. IN ORDER TO PROVIDE <br />PROFESSIONAL SER VICES AS THE B UILDING COMMISSIONER <br />OF THE CITY OF NORTH OLMSTED ON A PART-TIME BASIS, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the City initiated a hiring procedure for a full time Building <br />Commissioner in July 2012 to fill the position vacated by Dale Mitchell and again in July <br />2013 to fill the position vacated by James McReynolds; and <br />WHEREAS, Jeffrey A. Grusenmeyer & Associates, Inc. has been providing <br />contract services as the acting Building Commissioner since the position was vacated on <br />August 1, 2013. His company was hired as the Backup Plans Examiner for the City of <br />North Olmsted in 2002, became the primary Plans Examiner in 2003, and was designated <br />as the City's Backup Building Official in 2011. His company was also selected to <br />perform architectural and design services to produce technical specifications for public <br />improvements at the Recreation Center; and <br />WHEREAS, nine (9) applications were received in 2013 for the position of <br />Building Commissioner, including some applicants who had previously applied for the <br />position when it was vacant in 2012. It was determined that Jeffrey A. Grusenmeyer & <br />Associates, Inc. could perform the services of Building Commissioner more effectively, <br />efficiently and economically than the other prospective candidates; and <br />WHEREAS, it was deemed unlikely that another candidate search would <br />significantly expand the candidate pool beyond the pool created 2012 and 2013 or change <br />the Administration's selection of Jeffrey A. Grusenmeyer & Associates, Inc., especially <br />in light of changing the position from full time to part time. <br />WHEREAS, Jeffrey A. Grusenmeyer & Associates, Inc., has demonstrated to the <br />Administration that, while providing contract services as Plans Examiner and Backup <br />Building Official, he can perform the duties of said building official on a part-time <br />contract basis with a full complement of full time staff to adequately address the <br />governmental functions and management needs of the Division of Building; and. <br />WHEREAS, in accordance with the recommendation of the Mayor, it is the desire <br />of this Council to authorize the Mayor to enter into a new and revised Agreement with <br />Jeffrey A. Grusenmeyer & Associates, Inc. to provide professional services of the <br />Building Commissioner of the City of North Olmsted on a part-time basis.
