_ ?.?....v.... _ <br />713.15 OPERATION OF HEATING FACILITIES AND INCINERATORS. <br />Every heating or water-heating facility and incinerator shall be installed and <br />shall operate in accordance with the requirements of the Building Code or the air <br />pollution control ordinances of the City. (Ord. 68-199. Passed 1-7-69.) <br />713.16 LIGHTING OF PUBLIC AREAS. <br />In every structure containing three or more dwelling units, all public hallways, <br />corridors and stairways shall be provided at all times with required illumination for <br />the safe usage thereof. All other common areas, such as boiler rooms, laundries, <br />basements, cellars, locker rooms and meter rooms, shall be provided with electrical <br />lighting facilities, which when lighted shall provide required illumination for the safe <br />usage thereof. <br />713.17 DUTIES OF MANAGEMENT. <br />(a) The license issued by the City and required by Section 713.03 shall be <br />conspicuously displayed in every structure containing a rental unit. <br />(b) Each rental unit shall be under the direct management of the owner or his agent or <br />representative. It shall be their duty to maintain a record which shall include the names <br />of all persons being accommodated. <br />(c) It shall be the duty of the owner to take such other measures as may be deemed <br />necessary by the Building Commissioner to preserve the health, comfort and safety of <br />all persons residing in the rental unit(s), and of the general public. <br />713.18 MAINTENANCE RESPONSIBILITIES <br />(a) Owner: The owner of every structure containing one or more rental units shall be <br />responsible for the maintenance thereof in good repair and safe condition as required <br />by the terms of the ordinances of the City. The owner shall also be responsible for <br />maintaining in a clean and sanitary condition the shared or common areas of the <br />premises. <br />(b) Occupant: The occupant of a rental unit shall be responsible for maintaining in a <br />clean and sanitary condition that part of the rental unit, structure or premises which he <br />or she occupies and controls. In addition, such occupant shall be responsible for <br />maintaining in good and safe working order the equipment and appliances which the <br />occupant owns. <br />713.19 GENERAL MAINTENANCE REQUIREMENTS <br />(a) All structures and premises containing rental units and all parts thereof, both <br />exterior and interior, shall be maintained in good repair and shall be capable of <br />performing the function for which such structures or part of any feature thereof was <br />designed or intended to be used. <br />(b) All equipment and facilities appurtenant to a structure containing one or more <br />rental units shall be maintained in good and safe working order. <br />713.20 RUBBISH STORAGE FACILITIES. <br />Every structure containing more than three dwelling units shall have approved
