• ,,,,?,, <br />bathrooms, water closet compartments and kitchens whenever the outside temperature <br />falls below sixty degrees Fahrenheit. Such inside temperature shall be measured in the <br />approximate center of each room, approximately three feet above the floor. The <br />provisions of this section shall not apply where the failure to meet minimum standards <br />is caused by a general shortage of fuel, negligent or malicious act of the occupant or <br />any cause beyond the control of the owner or occupant. <br />(Ord. 68-199. Passed 1-7-69.) <br />713.14 SUPPLY OF HOT WATER; WATER-HEATING FACILITIES. <br />Every dwelling unit shall be supplied with water-heating facilities which are <br />installed in an approved manner, properly maintained and properly connected with hot <br />water lines to the fixtures required to be supplied with hot water. Water-heating <br />facilities shall be capable of heating water to such a temperature to permit an adequate <br />amount of water to be drawn at every required kitchen sink, lavatory basin, bathtub, <br />shower and laundry facility or similar unit at a temperature of not less than 130 degrees <br />Fahrenheit at any time needed. (Ord. 68-199. Passed 1-7-69.) <br />713.15 OPERATION OF HEATING FACILITIES AND INCINERATORS. <br />Every heating or water-heating facility and incinerator shall be installed and <br />shall operate in accordance with the requirements of the Building Code or the air <br />pollution control ordinances of the City. <br />(Ord. 68-199. Passed 1-7-69.) <br />713.16 LIGHTING OF PUBLIC AREAS. <br />In every dwelling structure, all public hallways, corridors and stairways shall be <br />provided at all times with required illumination for the safe usage thereof. All other <br />common areas, such as boiler rooms, laundries, basements, cellars, locker rooms and <br />meter rooms, shall be provided with electrical lighting facilities, which when lighted <br />shall provide required illumination for the safe usage thereof. (Ord. 68-199. Passed 1- <br />7-69. ) <br />713.17 DUTIES OF MANAGEMENT. <br />(a) The license issued by the City and required by Section 713.03 shall be <br />conspicuously displayed in every apartment house, rooming house, dormitory or <br />accessory sleeping quarters. <br />(b) Each apartment house, rooming house, dormitory and accessory sleeping <br />quarters shall be under the direct management of the owner, licensee or his agent or <br />representative. Such person or persons must be of good reputation and character. It <br />shall be their duty to maintain a record which shall include the names of all persons <br />being accommodated. <br />(c) It shall be the duty of the manager of the apartment house, rooming <br />house, dormitory or accessory sleeping quarters to: <br />(1) Prohibit placing or storing unsightly material or vehicles of any <br />kind; <br />(2) Provide for regular cleaning, painting, repairing and <br />disinfecting of all buildings; <br />(3) Take such other measures as may be deemed necessary by the <br />Building Commissioner to preserve the health, comfort and <br />safety of all persons residing in the apartment house, rooming <br />house, dormitory or accessory sleeping quarters, and of the <br />general public; <br />(4) Cause each dog, cat or other pet animal to be kept under <br />4
