BE IT ORDAINED by the Coemcil of the Village of North Olmsted, Ohio : Section 1_ That the Mayor be and he is hereby suthorized and direeteci to enter into one or mare agree- ments in the manizer pmvided by law with all or each of the several municipalities wtx>se legislative bodies by ordinariee shall approve the same., which agreement, except for the nesessary inser•- tions to be made in the blank spaces at the tiffie of eaecution thereof$ shall be as herein set forth in Yull as follaws: AGREEMT This agreement executed at Clevela nd, Ohio, this 21st datiy of April, 1942, by arid between the Village oY North O7.msted, a mEUSicipal coxporation, and the City of Cleveland, a muncipal corpor- ation. WITNESSETH: WHEREAS, it is deemed desirable and necessary to invroke the authority so eoriferred by the statutes of Ohio in arder to make prompt and adequate provision during the present war emiergency for the exercise of the police power of the parties haretc>-outaide of their re- spective territorial jurisdictions, ineludtng all safety forces and ser- vice forces as hereinafter referred to, both regular, awdliary and volunteer, and also for the fiYing of central responsibility, suthoritq and command, and the legalizing of municipal expenditures for extra- territoriai services during such emergeney; NOW, THERMRE, in consideration of the mutual a dvantages and the assumption cf obligaLions one to another, each of the parties hereto agrees to interchange fire, police., ambulancm and other satety equipmient and personnel, and equipment and personnel for the prc3tection and repair of streets and utilities.. upc>n the following terias and conditions: (a) During pending or exdsting attack or unlimdted emer- gency as referred to in paragraph (c) hereof, and for the pvrposes of mutna], protection and safety, the Director of Public Safety of the City of Cleveland is hereby designated as Controller, the Chi.eY of the Division of Police of the City of Clevelaad as First Assistant Controller, the Chief of the Division of Fire of the City oY Cleveland as Seccnd Assistant Contrnller, and the Directors of Public Safety of the remain- ing cities xithin Ctqrahoga Covnty xho a.re then parties to this agreeaient, as Assistant Controllers, r anking in accordance with the size of their respective regular safety forces. Upoa the establishment of a Civilian Defense Warning Center in Cu,yahoga County., the Controller and the Assis- tant Controllers $hall have authority and responsibility for the opera- tion of the Civilian Defense Warning Center in accordance with the above desigriated ranking and upon the conditions hereinafter set forth. (b) Civilian Devense Report Centers s]ia11 be established and maintained in such municipalities and to serva such areas, as the Con- troller shall from time to time designate.
