ORDIAiAAtCE N0. 599 <br />By Mr. Decker <br />AAT ORDINAPtCE <br />PRpVI?ING F'UR BLACKOUTS AND FSTAHLISHING REGULATIONS F08 TF1E PROTECTIOAi <br />OF LIFE AND PROPFR,TY DURIATG AIR RAID IIMEftGENCI&S. <br />WHEREAS the present state of xar existing between the <br />United States of America and the Axis Pbwera requires that for <br />the immediate preservation of the public safety, public property,, health <br />and welPare of the citizens of North Olmsteds provision be made for the <br />protecticn f rom attack by air during the nigit season, <br />NOW, THMMBE, EiE IT ORDAINED by the Council of the Village <br />of North Olmsted, Ohio: <br />Section 1. The Mayor or official designated by him shall have <br />suthority to declare blackouts rhen in his 3udgment it is necessary for <br />the prntection of lives and propertp of the inhabitants of the Village <br />of North 4lmsted. All such blackouts shall be in effedt from sunset tc <br />sunrise. It shall be the -dnty of the Mayor artd the membera of the <br />Police Department to enforce the regulations concerning the maintenan{ce <br />of blackouts. The Mayor is further empowered to designate such nwnber <br />of persons who need not be employess of the Village, rmr to be duly cpnsti- <br />tuted las enforcement authorities, for the purpose of assisting in enforcement <br />ct blackDut provisions. <br />Section 2. The following regnlations be and they are hereby'ea- <br />tablished for the protection of life and property, during air raid eme?gen- <br />cies. <br />(1) During blackouts all windpw and door openinga shall be <br />co vered, or the glass therein stained iri such a way as to prevent lig4t <br />from shoWing outside of sUy building, structure, train or moving vehidle. <br />(2) No person shall use a flashlight during the blstckout period <br />unless such flashlight is eo cowered with paper or paint that the bea* <br />thereof will not show for a distance exeeeding five (5) feet. <br />(3) Reflectors shall be so placed over headlights of all mDving <br />vehicles as to cause the beam to be cast dorannward arid ro lights sha1l be <br />permitted on arq mpving vehicle strnnger thaai four (4) candlepower, nar <br />sha11 the tail light have a strength in excess of twn (2) eandlepower.. <br />(4) No person shall use aqy mDtor vehicle duri.ng a blackout period <br />unleas the use of thesame is absolutely necessary. <br />(5) No person shall start or maintain any street fire or bo ire, <br />flare or other illu?aination except necessary auto?a?obile headlights or?lash- <br />lights as provided in this section. <br />(6) It shall be unlawful for any person to refuse or Pail toi eonply <br />with aty lawful order or directioa of the Mayor or of axy members of the <br />Polic• Department or Fire Department, or of at?y person in an awciliary or <br />volunteer capac3.ty duly authorized by the Mauor, in connection with the <br />maintenance of blackout defense. <br />(7) Ary person found guilty of failure to comply with the provisions <br />set forth in section 2 of this ordinance, or arq part thereof, upon coiiviction <br />thereoY shall be fined not to exceed Fifty Dollars ($50.00). <br />ection .
