This ordinance is hereby declared to be an <br />emergency measure necessary for the. preservation of the Public <br />Health, peace and safety and to provide adequate and sufficient <br />police and fire protection for that portion of the village sur- <br />rounding and in the vicinity of the territory to be annexed and <br />to provide such protection for said territory.
