(n) "Earth Disturbing Activity" means any grading, excavating, <br />filling, or other alteration of the earth's surface where <br />natural or man-made ground cover is destroyed and which may <br />result in or contribute to erosion and sediment pollution. <br />(o) "Earth Material" means soil, sediment, rock, sand, gravel, <br />and organic material or residue associated with or attached <br />to the soil. <br />(p) "Emergency Flow Way" means the drainage way necessary to <br />convey a 100 year storm. <br />(q) "Engineer" means the City Engineer or his designated <br />representative. <br />(r) "Erosion" means the process by which the land surface is worn <br />away by the action of water, wind, ice or gravity. <br />(s) "Erosion and Sediment Control Plan" means a written and/or <br />drawn sediment pollution abatement plan or strategy to <br />minimize erosion and prevent off-site sedimentation <br />throughout all earth disturbing activities on a <br />development area. <br />(t) "Erosion and Sediment Control Practices" means conservation <br />measures used to abate sediment pollution and includes <br />structural practices, vegetative practices and management <br />techniques. <br />(u) "Flood" means the temporary inundation of any land not <br />normally covered by water due to heavy rainfall or runoff <br />or due to a temporary rise in the level of rivers, streams, <br />watercourses, or lakes. <br />(1) "Average Annual Flood" means a flood equal to the <br />mean of discharges of all the maximum annual floods <br />during the period of record. <br />(2) "Regional Flood" means the name applied to the 100- <br />year flood in flood plain information reports. The <br />100-year flood has a one percent probability of being <br />equalled or exceeded in a period of 100 years. <br />Page - 5 - <br />
