(jj) "Sensitive Area" means an area or body of water that <br />requires special management because of its fragile nature <br />or because of its importance to well-being of the <br />surrounding communities, region, or the state and includes: <br />(1) Ponds or small lakes with less than five (5) acres of <br />surface area; <br />(2) Small streams with gradients less than ten (10) feet <br />per mile with average annual flows of less than 3.5 <br />feet per second containing sand or gravel bottoms; and <br />(3) Wetlands. <br />(kk) "Settling Facility" means a runoff detention structure, <br />such as sediment basins or sediment traps which detain <br />sediment laden runoff, allowing sediment to settle out. <br />(11) "Sheet Flow" means overland water runoff in a thin uniform <br />layer. <br />(mm) "Slip" means landslide as defined in paragraph (w) of this <br />Section. <br />(nn) "Sloughing" means a slip of downward movement of an extended <br />layer of soil resulting from the undermining action of water <br />or the earth disturbing activity of man. <br />(oo) "Soil" means unconsolidated erodible earth material <br />consisting of minerals and/or organics. <br />(pp) "Soil Loss" means soil moved from a site by the forces of <br />erosion and redeposited at another site on land or in a <br />body of water. <br />(qq) "Soil Stabilization" means vegetative or structural soil <br />cover controlling erosion and includes permanent and <br />temporary seed, mulch, sod, pavement, etc. <br />Page - 8 - <br />
