The location of such housing would be in accordance with and <br />advance the policies of the Future Development Program and would promote and protect, to the <br />fullest extent permissible under the powers of the City, the public health, safety, convenience, <br />comfort, prosperity and general welfare of the residents. <br />1138.02 ELDERLY DEFINED. <br />"Elderly" shall have the same meaning as defined in the Federal Housing and Community <br />Development Act of 1989, as amended. <br />~ EXHIBIT <br />
