CITY OF NORTH OLMSTED ORDINANCE N0.2010 - 11 BY: Mayor Kennedy & Council Members Barker & Brossard AN ORDINANCE AMENDING SECTION 1363.07 OF CHAPTER 1363 OF THE REAL PROPERTYMAINTENANCE CODE, ENTITLED "DUTIES AND RESPONSIBILITIES OF OWNERS AND OPERATORS" AND TO ADOPT STANDARDS FOR RUBBISH DISPOSAL AND RECREATIONAL VEHICLE COVERS RELATING TO THE EXTERIOR APPEARANCE OF RESIDENTIAL BUILDINGS AND PREMISES IN THE CITY OF NORTH OLMSTED. WHEREAS, this Council, in 1995, adopted Ordinance No. 1995-33, which extended some, but not all, of the commercial real property maintenance standards to residential properties located in the City of North Olmsted; and WHEREAS, this Council, in 2004, adopted Ordinance No. 2004-80, to update and upgrade the exterior appearance standards for residential buildings and premises in the City of North Olmsted in order to protect property values, eliminate nuisance conditions, prevent blight in the residential neighborhoods, and improve the residential living experience for residents of the City of North Olmsted; and WHEREAS, this Council, in 2008, adopted Ordinance No. 2008-44, to identify specific, acute nuisance conditions and to provide administrative remedies for abatement thereof, in order to enhance the appearance of residential neighbors and to expedite corrective actions; and WHEREAS, over these the City of North Olmsted has become amore mature community, and studies and surveys of the City's residential neighborhoods reveal that a number of residential properties are not being kept and maintained in accordance with the appropriate maintenance standards evident elsewhere within the residential neighborhoods of the City; and WHEREAS, this Council finds that a failure to maintain the exterior appearance of residential properties creates nuisance conditions and blight within residential neighborhoods, that have a deleterious effect upon property values and moreover detract from the quality of the living experience in suburban neighborhoods; and WHEREAS, it is accordingly the desire of this Council to amend the City's Real Property Maintenance Code; NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO:
