persons in the vicinity thereof. <br />(4) Sources of infestation. Permitting premises to become infested with <br />vermin or rodents is hereby declared to be a nuisance and is prohibited. No <br />owner, occupant or person in charge or control of any premises shall cause <br />or knowingly permit such premises to become or to remain infested with <br />vermin or rodents. <br />(5) Foundation walls. Exterior foundation walls shall be kept structurally <br />sound, free from defects and damage and capable of bearing imposed <br />loads safely. <br />(6) Chimneys and all flue and vent attachments thereto. Chimneys and all flue <br />vent attachments thereto shall be maintained structurally sound, free from <br />defects and so maintained as to capably perform at all times the functions <br />for which they were designed, and the same shall be capable of <br />withstanding the action of flue gases. <br />(7) Gutters and downspout. All gutters and downspout shall be placed in <br />compliance with the Building Code and maintained to collect and <br />transport surface water from roofs. Rusted, broken or damaged gutters and <br />downspout shall be promptly repaired or replaced. Gutters shall not be <br />permitted to become clogged nor the flow of water therein restricted by <br />vegetation or other materials growing, placed or otherwise existing <br />therein. <br />(8) Sidewalks. All sidewalks shall be kept in repair. Any grade separation <br />greater than one inch on the surface of a sidewalk caused by cracks or <br />settling shall be promptly replaced or repaired. Sidewalks, where surfaces <br />are eroded or pitted to such an extent as to cause a safety hazard to <br />pedestrians, shall be replaced or repaired. <br />(b) Appearance of Exterior of Premises and Structures. The exterior of premises and <br />the condition of accessory structures shall be maintained so that the appearance of the premises <br />and all buildings thereon reflects a level of maintenance in keeping with the standards of the <br />immediate neighborhood so that such appearance does not constitute a blighting factor for <br />adjoining property owners nor an element leading to the progressive deterioration and <br />downgrading of the immediate neighborhood with the accompanying diminution of property <br />values: <br />(1) Residential. To effect the purposes of this section, the owner or operator <br />of the premises shall use, maintain or refrain from using the premises and <br />all buildings thereon, as the case may be, as follows: <br />A. Storage of commercial and industrial equipment, materials or <br />waste. Equipment, materials or waste relating to commercial or <br />industrial uses shall not be stored or used unless permitted under <br />the Zoning Code for the premises. <br />B. Storage of other equipment, materials or waste. Other equipment <br />and materials, excluding waste in trash containers and receptacles <br />as provided for in F. below, not of a commercial or industrial <br />nature, shall be stored only in enclosed buildings or stacked or <br />arranged in an orderly fashion in rear yard areas not visible from <br />the public right of way. <br />C. Parking and storage of vehicles. Parking and/or storage of semi- <br />tractor trailers, trucks or commercial or industrial vehicles, as <br />defined in Section 1161.07, shall be prohibited on one and two- <br />family dwelling unit property. All vehicles which are junk <br />vehicles as defined in Section 521.08, or which do not have current <br />license plates, shall be stored in a completely enclosed, authorized <br />or permitted building for such lot or premises, or kept under covers <br />that have been specially designed for cars.
