179.05 CLERK OF COMMISSIONS. <br />There is hereby created the position of Clerk of Commissions, which shall be appointed <br />by and be answerable to the Director of Planning and Development. The Clerk of Commissions <br />shall be required to attend all meetings, prepare agendas and minutes of such meetings, and <br />perform other duties consistent with expediting the duties performed by various City boards and <br />commissions. The Director of Planning and Development may from time to time require the <br />Clerk of Commissions to perform additional duties consistent with the position. <br />179.06 DIVISION OF BUILDING. <br />There is hereby established a Division of Building within the Department of Planning and <br />Development. The Division of Building shall be headed by a Building Commissioner who shall <br />be responsible for its organization and supervision. The Building Commissioner shall be <br />appointed by and be answerable to the Director of Planning and Development. The <br />qualifications for the Building Commissioner shall be those as established in rules and <br />regulations enacted and amended from time to time by the State of Ohio, Board of Building <br />Standards, as they relate to certification of local Building Departments and Building Officials. <br />(a) Duties. The Duties of the Building Commissioner shall include the supervision <br />of all personnel of the Division of Building, the issuance of all building permits, and the <br />enforcement of all building and zoning regulations. The Director of Planning and Development <br />may from time to time require the Building Commissioner to perform additional duties <br />consistent with the position. <br />(b) Employees. The staffing of the Division of Building is hereby established and is <br />reflected in the organizational chart for the Department of Planning and Development contained <br />in Section 179.99(b), which, as it pertains to this division only, is incorporated herein as if fully <br />rewritten. The Mayor shall establish the compensation of all employees of the Division within <br />the salary ranges established by City Council, to the extent that such compensation is not <br />otherwise established by contract, or federal, state or local law. <br />179.07 DIVISION OF ENGINEERING. <br />There is hereby established a Division of Engineering within the Department of Planning <br />and Development. The Division of Engineering shall be headed by a City Engineer, who is a <br />civil engineer registered as a professional engineer in the State of Ohio. The City Engineer shall <br />be appointed by and be answerable to the Director of Planning and Development. <br />(a) Duties. The City Engineer's duties and responsibilities shall be to: <br />(1) Supervise all personnel of the Division of Engineering. <br />(2) Advise the Mayor, the Council, and administrative departments in <br />connection with all civil engineering matters of the City related to <br />engineering, zoning, building, sewers, development and repair of property <br />in the City, including but not limited to the streets therein. <br />
