CHAPTER 167 <br />Department of Human Resources <br />167.01 Establishment. <br />167.02 Director. <br />167.021 Department staff. <br />167.03 Salaries. <br />167.04 Powers and duties. <br />167.05 Division of Information <br /> Systems; Network Administrator. <br />167.01 ESTABLISHMENT. <br />EXHIBIT <br />~ SJLD <br />There is hereby established a Department of Human Resources for the City, <br />which shall be known as the "Department of Human Resources of the City of North <br />Olmsted." <br />167.02 DIRECTOR. <br />The Department of Human Resources shall be headed by a Director who shall be <br />answerable to the Mayor. The Mayor may remove the Director of Human Resources <br />only with the concurrence oftwo-thirds (2/3) of the members of Council eligible to vote. <br />167.021 DEPARTMENT STAFF. <br />(a) There shall be, within the Department of Human Resources, two full-time <br />positions entitled, respectively, "Secretary" and "Employment Specialist", each <br />appointed by and serving at the pleasure and under the supervision of the Director of <br />Human Resources. <br />(b) The Secretary shall be the secretary to the Director, and shall provide <br />clerical and secretarial services to the Director. His duties shall also include providing <br />secretarial services to the Civil Service Commission, if, with the consent of the Director, <br />the Civil Service Commission appoints him to serve as Secretary to the Civil Service <br />Commission. He shall also provide such other services and perform such other duties <br />consistent with his position as may be required by the Director. <br />(c) The Employment Specialist shall provide professional assistance to the <br />Director in administering the following Department programs: risk management, <br />employee health care and benefits, workers compensation, drug and alcohol testing and <br />Family and Medical Leave Act ("FMLA"). The Employment Specialist shall have either <br />a four-year degree from an accredited college or university, with major course work in <br />human resources management, public administration or a related field, or shall have <br />equivalent employment experience in the human resources field consisting of either a <br />minimum of five years personnel experience or a minimum of three years government <br />agency personnel experience. She shall provide such other administrative services and <br />perform such other duties consistent with her position as may be required by the Director. <br />
