November 2, 2010:
<br />That Article IX, Section 4 of the Charter of the City of North Olmsted be amended to change
<br />the process for electing at large candidates to City Council, as follows:
<br />ARTICLE IX NOMINATIONS AND ELECTIONS
<br />SEC. 4. DESIGNATION OF CANDIDATES
<br />The number of candidates for the office of Mayor, President of Council, Director of Finance,
<br />Director of Law, a~ Council-by-Ward and Council-at-Large seats A, B and C at any
<br />regular municipal election in the City shall be the two (2) candidates on the primary election
<br />ballot receiving the highest number of votes at the primary election. Tlo~i
<br />In case there shall not be more than two (2) persons who shall have filed petitions for the
<br />office of Mayor, President of Council, Director of Finance, Director of Law, ; Council-by-
<br />Ward and Council-at-Large seats A, B and C, as provided for in this Charter, then said
<br />persons shall be the candidates at the regular municipal election and the primary election for

<br />Anyone who has not properly filed a petition for the appropriate primary election as provided
<br />for in this Charter, shall be ineligible as a designated candidate in the regular municipal
<br />election.
<br />SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the
<br />electors voting thereon, then the said amendment to Article IX, Section 4 of the Charter shall be
<br />effective upon certification of such affirmative vote following the election on November 2, 2010.
<br />SECTION 3. It is the desire of the Council that the ballot for said question shall be in
<br />substantially the following form:
<br />PROPOSED CHARTER AMENDMENT
<br />A majority affirmative vote is necessary for passage.
<br />Shall Article IX, Section 4 of the Charter of the City of North
<br />Olmsted be amended to create three separate City Council-at-Large
