That Article IX, Section 5 of the Charter of the City of North Olmsted be amended to eliminate the Director of Public Service from the redistricting process, as follows: ARTICLE IX NOMINATIONS AND ELECTIONS SEC. 5. GENERAL PROVISIONS After each recurring Federal Census and within three months after the issuance of the proclamation by the Secretary of State, certifying the population of the City, or when there is annexed thereto, any territory, the Council shall redistrict the City into four (4) wards, if necessary, so as to have each ward as nearly equal in population as practicable and which shall be bounded by county lines, streets, alleys, avenues, public grounds, canals, water courses, municipal corporate lines, or center lines of platted streets in said ward. J Where no special provision is made in this Charter governing general, primary, or special election, registration and the conduct of such elections, the provisions of the general law of the State of Oho shall control. SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the electors voting thereon, then the said amendment to Article IX, Section 5 of the Charter shall be effective upon certification of such affirmative vote following the election on November 2, 2010. SECTION 3. It is the desire of the Council that the ballot for said question shall be in substantially the following form: PROPOSED CHARTER AMENDMENT A majority affirmative vote is necessary for passage. Shall Article IX, Section 5 of the Charter of the City of North Olmsted be amended to eliminate the Director of Public Service from the process of redistricting the City's Wards following annexation or certification of the population figures following the federal census, thereby requiring such redistricting to be undertaken exclusively by the City Council?
