That Article IX, Section 5 of the Charter of the City of North Olmsted be amended to <br />eliminate the Director of Public Service from the redistricting process, as follows: <br />ARTICLE IX NOMINATIONS AND ELECTIONS <br />SEC. 5. GENERAL PROVISIONS <br />After each recurring Federal Census and within three months after the issuance of the <br />proclamation by the Secretary of State, certifying the population of the City, or when there is <br />annexed thereto, any territory, the Council shall redistrict the City into four (4) wards, if <br />necessary, so as to have each ward as nearly equal in population as practicable and which <br />shall be bounded by county lines, streets, alleys, avenues, public grounds, canals, water <br />courses, municipal corporate lines, or center lines of platted streets in said ward. <br />J <br />Where no special provision is made in this Charter governing general, primary, or <br />special election, registration and the conduct of such elections, the provisions of the general <br />law of the State of Oho shall control. <br />SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the <br />electors voting thereon, then the said amendment to Article IX, Section 5 of the Charter shall be <br />effective upon certification of such affirmative vote following the election on November 2, 2010. <br />SECTION 3. It is the desire of the Council that the ballot for said question shall be in <br />substantially the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Article IX, Section 5 of the Charter of the City of North <br />Olmsted be amended to eliminate the Director of Public Service from <br />the process of redistricting the City's Wards following annexation or <br />certification of the population figures following the federal census, <br />thereby requiring such redistricting to be undertaken exclusively by <br />the City Council? <br />Yes <br />2 <br />
