CITY OF NORTH OLMSTED ORDINANCE N0.2010 - 97 BY: Mayor Kennedy & Council Member Orlowski AN ORDINANCE AMENDING SECTION 351.03 OF THE TRAFFIC CODE, ENTITLED "PROHIBITED STANDING OR PARKING PLACES, " IN ORDER TO IDENTIFY NO PARKING ZONES ON DEAD END STREETS AND FURTHER TO AUTHORIZE THEINSTALLATIONANDENFORCEMENT OF UNIFORM "NO PARKING" SIGNS ACCORDINGLY, AND DECLARING AN EMERGENCY . WHEREAS, this Council, on November 4, 1998, adopted Ordinance No. 98-114, which amended Section 351.03 of the City Traffic Code to establish a city-wide ban against parking at any time on the hydrant-side of any City street; and WHEREAS, this Council subsequently adopted Ordinance 2005-79, amending Section 351.03 in order to more clearly identify "no parking" restrictions on cul-de-sac streets in consideration of said prohibition against hydrant-side parking; and WHEREAS, due to the configuration of some dead-end, including hammerhead or other pavement configuration for turning vehicles, where the location of fire hydrants may confuse the application of parking restrictions, it is advisable to further amend Section 351.03; and WHEREAS, the City Engineer and Director of Public Safety, upon consultation and review, particularly the westerly terminus of Kennedy Ridge Road, upon entering from Columbia Road, has recommended prohibition of parking, with the exception of authorized service vehicles only for GCRTA Park-N-Ride facility for mowing and stormwater maintenance activities; and WHEREAS, it is the desire of this Council to amend Section 3 51.03 of the City Traffic Code to further address and define the application of Section 351.03 to said no outlet streets; and NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That Section 351.03, entitled "Prohibited Standing or Parking Places, which presently reads as follows: 351.03 PROHIBITED STANDING OR PARKING PLACES.
