D. Promoting a positive image of the overall quality of life in <br />North Olmsted. <br />177.03 APPLICATIONS; REVIEW BY MAYOR'S DESIGNEE. <br />(a) Community organizations desiring to announce community events <br />through the Citv media _______ . __ ____ *_wo =harg°abl _ <br />v rriavax ' <br />+?1n°?T, or wishing to link to the City's website, shall make an <br />application to the City in wrrting, on a form prepared by the City. The <br />Mayor or his designee shall be the City official responsible for: <br />(1) Receiving and acting upon applications for access to the nonpublic <br />forums; <br />(2) With respect to the banners and changeable copy signs, <br />determining the maximum number of space, in characters, <br />available for messages; and <br />(3) Authorizing written opinions whenever an application is denied; <br />explaining the grounds for denial. <br />The Mayor shall designate a member of his staff to review and act upon <br />applications made pursuant to this chapter. <br />(b) Applications ' ' must be <br />completed and signed no later than thirty (30) days prior to the time the <br />applicant requests that the announcement be made. <br />(c) Applications shall contain all information requested by the form adopted <br />by the City, including but not limited to the name and address of the <br />community organization representative responsible for submitting the <br />application and supplying any additional information necessary to the <br />processing of the application. Additionally, the applications for signs and <br />banners shall include the date the announcement is requested. <br />(d) Applications must conform to the regulations of this chapter in all <br />particularities. If the Mayor's designee, upon review of the application, <br />discovers any irregularity or defect therein, the application shall be denied <br />for failure to conform to these regulations. <br />(e) Applications shall be acted upon by the Mayor's designee, in writing, <br />within ten working days following the date of filing of the application. <br />Applications shall be routinely granted, and may not be denied by the <br />Mayor's designee, unless the application, or the proposed announcement, <br />fails to conform to at least one express provisions of this chapter. <br />Decisions denying an application shall be mailed to the applicant by <br />certified mail, return receipt requested. No application shall be denied <br />unless the reason for denial has first been reviewed by the Director of <br />Law. <br />177.04 CONTENT REGULATIONS FOR SIGNS AND BANNERS. <br />The City is establishing a nonpublic forum in the airspace above the City right-of- <br />way at the location described in Section 177.01(a)(1), and with regard to the two <br />changeable copy signs as described in Section 177.01(a)(2) and (3).
