Lal The following provisions for nrioritv in cases of conflict pertain solely to <br />the airspace as described m Section 177.01(a)(1) and the changeable copy <br />signs as described in Section 177.01(a)(2) and (3): <br />JL Applications for single event announcements shall not be accepted <br />if the event announced occurs more than one (1) year after the time <br />of submission of the application. <br />JQ In cases where multiple applications have been received for <br />simultaneous posting of proposed announcements, the following <br />order of priority shall apply: the first application filed with the City <br />shall have priority over all subsequently filed applications. <br />Announcements from the Citv shall alwavs have nrinritv nvpr <br />(b) <br />'L <br />(2) <br />177.08 APPEALS FROM DECISIONS OF MAYOR'S DESIGNEE. <br />(a) Every decision of the Mayor's designee denying an application to <br />announce a community event, or denying an organization's request to link <br />to the City's website, may be appealed to a Community Access Board <br />consisting of the Mayor or his designee, the Director of Public Safety, and <br />the Director of Human Resources. Any such appeal must be in writing <br />and filed with the Mayor's designee within seven (7) workdays following <br />the date of the mailing of the decision denying the application. <br />(b) The Community Access Board shall hear the appeal of the applicant, shall <br />permit the applicant to offer evidence in support of its application, and <br />shall render its decision no later than ten (10) work days following the <br />date upon which the appeal was filed. No decision shall be made by the <br />Community Access Board until it has first consulted with the City <br />Director of Law. In reviewing appeals made, the Community Access <br />Board shall uphold the decision of the Mayor's designee only if the Board <br />concludes that either the application or the proposed announcement <br />violates at least one provision of this chapter. Every decision of the <br />Community Access Board shall be considered a final administrative order,
