operating budget. He shall direct the execution of the budget to maintain <br />the programs, appropriations and limitations established by the Mayor and <br />enacted by Council. <br />(2) He shall work closely with all department heads on matters <br />involving budgetary problems. <br />(3) The Director shall also evaluate and recommend approval or <br />disapproval of budget adjustment requests requiring Council action and he <br />shall also perform such other duties consistent with this office as may be <br />required by ordinances of Council or as directed by the Mayor. <br />135.03 SECRETARY TO DIRECTOR OF FINANCE <br />There is created within the Department of Finance the position of Secretary to the <br />Director of Finance, which shall be a full time position appointed by and answerable to the <br />Director of Finance. The Secretary shall be the secretary to the Director, and shall provide <br />clerical and secretarial services to the Director. The secretary shall also provide such other <br />services and perform such other duties consistent with the position as may be required by the <br />Director. <br />135.04 ASSISTANT DIRECTOR OF FINANCE <br />There is created within the Department of Finance the position of Assistant Director of <br />Finance, which shall be a full time position appointed by and answerable to the Director of <br />Finance. At the time of his or her appointment, the Assistant Director of Finance must have a <br />four-year degree from an accredited college or university. <br />(a) Duties. The Assistant Director of Finance shall assist the Director of Finance in the <br />performance of his or her duties, and shall be directed in the performance of those duties solely <br />by the Director of Finance. In the temporary absence of the Director of Finance, the <br />Assistant Director of Finance shall perform the duties of the Director of Finance, if so <br />authorized in writing. The Assistant Director of Finance shall also assist the Tax Incentive <br />Review Council in monitoring the compliance by businesses with provisions of tax exemption <br />agreements entered into between the City and such businesses, shall prepare and file the annual <br />reports which the City is required to file pursuant to the applicable provisions of the Ohio <br />Revised Code for community reinvestment areas (CRAs) and enterprise zones (EZs), and shall <br />perform such other duties of an administrative or technical nature as may be required by the Tax <br />Incentive Review Council. <br />135.05 AUTHORITY OF OTHER CITY EMPLOYEES TO SIGN CHECKS. <br />(a) The Assistant Director of Finance is hereby authorized to sign checks on behalf of <br />the City, but only in the event the Director of Finance is absent from the City. <br />(b) The Golf Course Manager and the Clubhouse Manager at Springvale are each <br />authorized to sign checks for purchases of beer, wine and other liquor at Springvale from the <br />"Springvale Special" Interest Checking Account with a maximum balance of $5,000 to be <br />maintained. The Golf Course Manager has responsibility to maintain an accurate accounting and <br />ensure that only authorized purchases are made from this account.
