EXHIBIT <br />CHAPTER 135 <br />Department of Finance <br />135.01 Establishment. <br />135.02 Director. <br />135.021 Assistant Director. <br />135.03 Salaries. <br />135.04 Powers and duties. <br />135.05 Authority of other City employees to sign checks. <br />135.06 Petty cash fund. <br />135.07 Monthly reports required. <br />135.01 ESTABLISHMENT. <br />a ? <br />Consistent with Article V, Section 3 of the Charter of the City, there is hereby established <br />a Department of Finance within the City. <br />135.02 DIRECTOR. <br />The Department of Finance shall be headed by the Director of Finance who shall hold the <br />position consistent with Article V, Section 3 of the Charter of the City. <br />135.021 ASSISTANT DIRECTOR. <br />(a) The Director of Finance shall be assisted by an Assistant Director of Finance, who <br />shall be a full-time employee of the City. The Director of Finance shall appoint and remove the <br />Assistant Director of Finance. At the time of his or her appointment, the Assistant Director of <br />Finance must have a four-year degree from an accredited college or university. The Assistant <br />Director of Finance shall assist the Director of Finance in the performance of his or her duties, <br />and shall be directed in the performance of those duties solely by the Director of Finance. The <br />salary of the Assistant Director of Finance shall be set by the Director of Finance within a salary <br />range established by Council. <br />(b) The Assistant Director of Finance, in addition to assisting the Director of Finance, <br />shall also assist the Tax Incentive Review Council in monitoring the compliance by businesses <br />with provisions of tax exemption agreements entered into between the City and such businesses, <br />shall prepare and file the annual reports which the City is required to file pursuant to the <br />applicable provisions of the Ohio Revised Code for community reinvestment areas (CRAs) and <br />enterprise zones (EZs), and shall perform such other duties of an administrative or technical <br />nature as may be required by the Tax Incentive Review Council. <br />135.03 SALARIES. <br />The salary for the Director of the Department and all employees thereof shall be set by <br />Council in accardance with Article IV, Section 6 of the Charter of the City. <br />135.04 POWERS AND DUTIES. <br />In addition to all powers and duties of the Director of Finance, as specifically set out in <br />Section 3 of Article V of the Charter of the City, the Director of Finance shall be responsible far <br />and assume the following enumerated duties: <br />(a) Income Tax Administration <br />(1) The Director shall receive the tax imposed under Part Fifteen - Taxation <br />Code and keep an accurate record thereof and report all moneys so <br />received. The Director shall also be responsible for enforcing the payment
