CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2010 - 118 <br />By: Mayor Kennedy <br />A RESOL UTIONA UTHORIZING THE DIRECTOR OF PUBLIC <br />SAFETY TOAPPLYFOR STAFFING FOR ADEQUATE FIRE & <br />EMERGENCY RESPONSE ("SAFER") GRANT FUNDING <br />FROM THE DEPARTMENT OF HOMELAND SECURITY, <br />FEDERAL EMERGENCYMANAGEMENTAGENCY("FEMA') <br />AND FUR THER A UTHORIZING THE MA YOR TO ACCEPT <br />SAID GRANT IFA WARDED AND TO EXECUTEA CONTRACT <br />WITH FEMA, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted and its Fire Department have identified an <br />opportunity to apply for federal funding to address division staffing levels; and <br />WHEREAS, the Federal Government, through the Department of Homeland Security, <br />FEMA, is offering financial assistance by and through grants to local governments specifically to <br />address staffing for adequate fire & emergency response which, if granted, would be applied toward <br />staffing expenses of the North Olmsted Fire Department; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Public Safety to file <br />an application for said SAFER grant from FEMA and to further authorize the Mayor to accept the <br />grant, if awarded, and to execute any and all contract and grant administration documents. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Safety be and is hereby authorized to file a grant <br />application with FEMA for the 2011 SAFER grant program for funding of personnel and any <br />authorized expenditure of the City of North Olmsted, in relation to the North Olmsted Fire <br />Department. <br />SECTION 2: That the Mayor be, and he hereby is, authorized to accept the grant, if awarded, <br />on behalf of the City of North Olmsted and to execute any other documents to effectuate receipt of <br />the grant. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the further <br />reason that it is necessary that this legislation go into effect immediately in order to meet the <br />application deadline of September 17, 2010; and further provided that it receives the affirmative vote <br />of two-thirds of all members of Council, it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor.
