? s <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2010 - 120 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR PARTICIPATION IN THE <br />OHIO PUBLIC WORKS COMMISSION ("OPWC') STATE CAPITAL AND <br />LOCAL TRANSPORTATION IMPROVEMENT PROGRAMS FOR THE <br />PURPOSE OF OBTAINING FINANCIAL ASSISTANCE TO IMPROVE <br />WALTER ROAD AND FURTHER AUTHORIZING THE MAYOR TO <br />ACCEPT SAID ASSISTANCE IF AWARDED, AND TO EXECUTE A <br />CONTRACT WITH THE OPWC, AND DECLARINGANEMERGENCY. <br />WHEREAS, the State Capital Improvement Program ("SCIP") and the Local <br />Transportation Improvements Program ("LTIP") provide financial assistance to local <br />communities for the improvement of their basic infrastructure systems. Through the two <br />programs, the Commission provides grants, loans, and financing for local debt support and credit <br />enhancement; and <br />WHEREAS, Eligible SCIP and LTIP projects include improvements to roads, bridges, <br />culverts, water supply systems, wastewater systems, storm water collection systems, and solid <br />waste disposal facilities; and <br />WHEREAS, the City of North Olmsted is desirous of obtaining financial assistance from <br />the State of Ohio for the improvement of Walter Road; and <br />WHEREAS, the Director of Planning and Development and Mayor Kennedy believe that <br />Issue 1 money, if awarded, would lessen the financial burden upon the taxpayers of the City and <br />would expedite the much needed improvement of Walter Road; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to make application for participation in said OPWC programs, and to <br />authorize the Mayor to accept financial assistance if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application for the Ohio Public Works Commission <br />SCIP and LTIP programs on behalf of the City of North Olmsted for financial assistance to be <br />used in the improvement of Walter Road; and does authorize the Mayor to accept the financial <br />assistance, if awarded, and to execute a contract and any and all other necessary papers subject to <br />all terms and conditions, including the City's portion of costs, if any. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City
