. . . <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2010 - 121 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIVISION OF YOUTH AND <br />FAMIL Y SER VICES ADMINISTRA TOR TO APPL Y FOR THE 2011 <br />JUVENILE ACCDUNTABILITY BLOCK GRANT WITH THE CUYAHOGA <br />COUNTY DEPARTMENT OF JUSTICE AFFAIRS; FURTHER <br />AUTHORIZING THE MAYOR, IF THE APPLICATION IS GRANTED, TO <br />ENTER INTO ANAGREEMENT WITH CUYAHOGA COUNTY TO ACCEPT <br />SAID GRANT FUNDS; AND DECLARING AN EMERGENCY. <br />WHEREAS, in 1998 the Juvenile Accountability Block Grant was created to provide <br />funding for states and local governments in implementing accountability-based programs and <br />services for youth; and <br />WHEREAS, the purpose of the grant program is to create greater accountability in the <br />juvenile justice system; and <br />WHEREAS, the grant if awarded requires a local match of 10%, with the expected award <br />total award to be between $10,000.00 and $12,000.00; and <br />WHEREAS, possible programs to be implemented include, but are not limited to, (1) <br />oversight assistance for community service placements; (2) the development of an Anger <br />Management Program for juveniles involved in diversion; (3) expanding parent education <br />opportunities; or (4) enhancing current drug screen programs to increase the number of drug tests <br />conducted for participants in diversion. <br />WHEREAS, it is the desire of this Council, upon the recommendation of the Mayor, the <br />Director of Human Resources and the Administrator of the Division of Youth and Family <br />Services to apply for the 2011 Juvenile Accountability Block Grant for the benefit of <br />programming within the Division of Youth and Family Services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Administrator of the Division <br />of Youth and Family Services to apply for the 2011 Juvenile Accountability Block Grant; and <br />that further, upon an award of a said program grant or grants, the Mayor is authorized to enter <br />into an Agreement or Agreements with Cuyahoga County and / or The Division of Justice <br />Affairs to accept such program grant or grants, on the terms and conditions offered, and in a <br />form approved by the Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the
