CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2010 - 132 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR PARTICIPATION IN, AND <br />GRANT FUNDING FOR, THE CUYAHOGA COUNTY MUNICIPAL <br />ENERGY PROGRAM; AND FURTHER AUTHORIZING THE MAYOR TO <br />ACCEPT THE GRANT IF AWARDED; AND TO EXECUTE A CONTRACT <br />WITHCUYAHOGA COUNTY, AND DECLARINGANEMERGENCY. <br />WHEREAS, the municipal energy program ("MEP") will provide assistance to political <br />subdivisions to institute energy efficiency and conservation saving projects; and <br />WHEREAS, the City of North Olmsted is planning to improve the energy efficiency of <br />its municipally owned buildings and institute energy conservation measures; and <br />WHEREAS, before undertaking energy efficiency measures, an American Society of <br />Heating, Refrigerating and Air Conditioning Engineers ("ASHARE") level 2 energy audit of all <br />municipally owned buildings is necessary in order to ascertain energy efficiency needs; and <br />WHEREAS, the ASHARE audit funding for said project originates within the United <br />States Department of Energy under the Energy Efficiency and Conservation Block Grant <br />Program, administered by the Office of Energy Efficiency and Renewable Energy within the <br />U.S. Department of Energy, through funds appropriated by the American Recovery and <br />Reinvestment Act; and <br />WHEREAS, the MEP grant, if awarded, will pay 100% of the ASHARE level 2 energy <br />audit; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to make application for MEP participation and funding, and to <br />further authorize the Mayor to accept the funding if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION L• That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application for the Cuyahoga County Municipal <br />Energy Program; and does further authorize the Mayor to accept the award and execute a <br />contract and any and all other necessary papers, if successful in the application for participation. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for MEP participation on or before November 1, 2010, and <br />further, provided it receives the affirmative vote of two-thirds of all members of the Council, it
