CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2010 - 139 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING AND DIRECTING THE DIRECTOR OF <br />PUBLIC SAFETY TO MAKE APPLICATION ON BEHALF OF THE CITY <br />OF NOR TH OLMSTED FOR PAR TICIPA TION IN, AND GRANT FUNDING <br />FOR, THE 2011 THIRD GRADE SAFETY BELT PROGRAM; AND <br />FURTHER AUTHORIZING THE MAYOR TO ACCEPT THE GRANT IF <br />AWARDED AND TO EXF.CUTE A CONTRACT WITH THE STATE OF <br />OHIO DEPARTMENT OF PUBLIC SAFETY, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the City of North Olmsted has been invited to participate in the FY 2011 <br />Third Grade Safety Belt Program sponsored by the State of Ohio, Department of Public Safety; <br />and <br />WHEREAS, the program seeks to establish a positive seat belt buckle-up program by and <br />through thirty (30) minute classroom presentations conducted by a uniformed police officer; and <br />WHEREAS, the presentations will include discussion, videos, demonstrations and <br />materials encouraging children to buckle their seat belts as well as motivating the children to <br />pass along the "buckle-up" message to friends and family; and <br />WHEREAS, the grant reimbursement rate is $4.00 per student, not to exceed $1,300.00 <br />and no matching grant funds are required; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Public Safety to make application for participation and funding, and to further authorize the <br />Mayor to accept the funding if awarded. <br />NOW, THEREFORE, BE IT RESOL VED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHID: <br />SECTION 1: That this Council does hereby authorize the Director of Public Safety to <br />prepare, sign and submit an application for the FY 2011 Third Grade Safety Belt Program; and <br />does further authorize the Mayor to accept the award and execute a contract and any and all other <br />necessary papers, if successful in the application for participation. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for participation; and further, provided it receives the affirmative <br />vote of two-thirds of all members of the Council, it shall take effect and be in force immediately <br />upon its passage and approval by the Mayor. <br />PASSED: First Reading: <br />Second Reading: <br />Third Reading:
